OR
If none of those codes above are not working then here is a little trick that was working back in June 2009.
1. Get a new domain, a free .co.cc will be fine.
2. Put up a WP blog with atleast 6 pages of auto content.
3. Change your theme and make it look like an actualy half decent site
4. Add the WP sitemap plugin and create your sitemap
5. Join the Google Webmaster Program and submit your sitemap and pages to be indexed.
6. Wait about 1 week and log in once your site has been crawled
7. Join G Adwords using the same G Account Log in as your webmaster account.

Apply for voucher using your Webmaster email address and you will get an auto reply with a code in about 48 hrs, they are only $75 codes but with a $5 activation fee they are still good value. Its a good idea to make your site NOT about colon clense / acai / gambling / pharma etc as G really hates those.
Also once you get your code emailed to you you don not have to use it on that actual domain used in your webmaster account, you can use it for CB products as an aff if you like.
You can do this multiple times but make sure of this if you are doing more then once.
A - Use Internet Explorer not FFox, FF uses a hard coded cookie called a DOM which can NOT be deleted and this cookie is used by G to track Adwords abusers.
B - Clear your cookies from IE before reapplying.
C - Create a clean G Account for webmaster tools each time.
